Brief Description
Ministry of the Interior of The Czech Republic was charged by the Managing Body of Integrated Operational Program to serve as a mediator in this program and to be responsible for providing and drawing the subsidies from the structural funds to support Smart Administration Projects.
Ministry of the Interior of The Czech Republic didn’t have any experience with structural funds, it was necessary to reset the structure of implementation for Smart Administration project.
Further Information
In the process of creating the structure of implementation (necessary for drawing the finance from structural funds ) experiences of the EU competence centre employees were utilized. Their deep knowledge of the 2004-2006 system of subsidies and also their knowledge of the state administration environment (or the top bodies of the state) were very valuable.
The organizational structure and internal system of every ministry is different. That is why it is very important to respect the demands and posibilities of the given office in order to include all the divisions supposed to take part in the process of providing subsidies. It is also important, that all the division join in the process in time and have exact information about their own position. Programmatic Office SA, which served as an executive component for the whole strucuture of implementation was established for the sake of an ordered coordination. It was followed by further subjects such as Board For Regulatory Reform and Effective State Administration, Managing Body of the Human Resources and Employment Operational Program and Managing Body of Integrated Operational Program.
Conclusion
Practical Knowledge of the EU system of subsidies and also the structure of implementation enabled the EU Subsidies Consulting Competence Centre to create a well-working system for drawing the subsidies for the integrated operational system Smart Administration projects.
